Biography His Legacy.... Randy L. Mills, age 48, of Caldwell passed away Sunday (Sept. 2, 2007) at Southeastern Med in Cambridge, OH. He was born March 28, 1959 in Cambridge a son of Richard D. Mills and the late Norma G. Anderson Mills. His Family... Surviving are his father Richard D. Mills of Caldwell; Two Sisters Tammy Westfall of Williamstown, W.V. and Judy Arnold of New Philadelphia, OH. Also survived by several nieces and nephews. In addition to his mother he was preceded in death by a sister Cheryl Seibert. His Farewell Service... No services will be observed by the family at this time.
